A passage is only decodable if you can see what it assumes. In these sets the sounds taught so far, the heart words and the character names are printed on the page, so any word a child meets has to come from one of those three lists.

It means three lists and nothing outside them. Each section teaches one new sound, reuses every sound taught before it, and names its heart words on the page. A machine re-reads the finished PDF and refuses to ship the file if a single word falls outside that scope — including words that only look decodable, like saw or for, where the vowel is really a team.
Read the sound strip together (1 minute), blend the word list (3 minutes), read the story once for accuracy and once for phrasing (8 minutes), then work the comprehension page (6 minutes) while you listen to individual readers. The last page of every section is a review that reuses the earlier sounds, so a child who missed a day is not lost.
